Thomas E. Delaney, MBA, CPA, RSBA Director of Business & Support Services
Mr. Delaney is a graduate of Villanova and Temple Universities and joined GVSD in August 1986. Mr. Delaney is a past president of the Pennsylvania Association of School Business Officials (PASBO), and recipient of its award as outstanding school business official of the year. He has served on the state-wide panel to review the adequacy of school expenditures and funding in Pennsylvania and as a member of the Penn State Advisory Board for school level accounting. He is a board trustee of PSDLAF (Pennsylvania School District Liquid Asset Fund), a four billion dollar money market fund, where most Pa. school districts invest their operating and capital funds. He has presented workshops and written articles on topics including: property taxation, capital planning and budgeting, investment policy and procedures, debt financing, new accounting pronouncements, internal controls, deferred compensation plans, team building, and CQI (continuous quality improvement).
The Director of Business & Support Services oversees all support service personnel and operations, including transportation, maintenance, food services and the business office.
The GVSD business office supports the achievement of Garnet Valley public school's mission, goals, and objectives by providing the necessary financial and facility performance information, analyses, and services essential for sound decision-making and management.
The business office includes the functions of: Student Registration, Child Accounting, Payroll, Benefits, Purchasing, Accounts Receivable / Accounts Payable Processing, Fiscal Data Processing Services, Risk Management (Insurance) Services, Tax Collection, Treasury, Finance, Capital Projects, Accounting and Budgetary Services.
